September 6, 2011 September Council Minutes
The regular meeting of the Colby Common Council was called to order at 6:30 P.M. by Mayor James Schmidt. On roll call: Lange, Beisner, Raatz, Schraufnagel, Holtzhausen, Hederer and Kaiser. T Schmidt was absent. Also present were Mayor James Schmidt, Clerk Connie Gurtner, DPW Harland Higley Jr. and Engineer Mike Voss.
Agenda was posted by the clerk. The agenda will stand as the order of the meeting.
Minutes of the August 8, 2011 meeting were pre-read and reviewed. In the first paragraph, the minutes need to be corrected to add Holtzhausen and Lange to the attendance. Motion was made by Hederer, seconded by Schraufnagel to approve the minutes as amended. Motion carried with a voice vote.
Financial Statement and Bills were discussed. The amounts approved are as follows: General Fund $209,428.22; Water Department $22,306.70; Sewer Department $54,157.23; Net payroll $28,509.71. Motion was made by Hederer, seconded by Holtzhausen to approve the bills as presented. Motion carried with a voice vote.
Public Comment: Scott Oestrich thanked the council for the support of the pulls in August. He apologized for running late and plans to start earlier next year so that they will finish earlier.
Mark Weber Request for Forgiveness of Sewer Portion of Water/Sewer Bill: Mark Weber had an outside faucet left on at his property. He had contact DPW Higley when it happened and we did a water meter read. His usage shows that he used 38,000 gallons of water rather than his average 4,000. He is asking for forgiveness of the difference of the sewer portion. The credit would be $379.10. Motion was made by Schraufnagel, seconded by Hederer to forgive the sewer portion in the amount of $379.10. Roll Call Vote: Ayes – Lange, Beisner, Schraufnagel, Hederer, Kaiser. Noes – Raatz, Holtzhausen. Schmidt was absent. Motion carried.
Colby-Abbotsford Police Commission met on August 8th and 15th.
The commission approved expenditures and minutes.
The commission discussed the 2012 police budget. Chief Gosse also informed the commission that the 2006 Chevrolet has 99,500 miles and the department is looking at replacing it. The complaint filed by Kocian was dismissed. The remainder of the meeting was held in closed session.
Motion was made by Beisner, seconded by Raatz to approve the actions and expenditures for August. Motion carried with a voice vote.
Mayor Schmidt: Mayor Schmidt reported that our auditor of many years Jack Vig passed away after a long fight with cancer. The city will send a memorial to the family for scholarships and cancer research. Mayor Schmidt reported on the United Communities of Clark County meeting. He also reported on the Clark County Economic Development Corporation.
Clerk Gurtner: Clerk Gurtner reported on her conference in Wisconsin Dells. She also reported that she won a scholarship for next year’s conference.
DPW Harland Higley: Building permits issued were: Bill Young, 518 N Division Street, bathroom; Jim Hagen, 218 S 4th Street, siding; Mike Wiese, 218 S 2nd Street, shingle garage; Mark Vollrath, 307 S 6th Street, replacing two concrete pads in driveway; Jack Abney, 107 E Graves Street, windows in living room; Steve Briggs, 105 S 3rd Street, replace roof; Janessa Schmitt, 308 W Wausau Street, remodel bathroom and replacing countertops.
DPW Higley reported on the monthly flows at the sewer plant and the well pumping levels. The city is still working on getting the new well alarm system working properly. The city had a water main break on corner of Spence and First Street.
Engineer Mike Voss: MSA worked out a deal with WEDB to include North First Street in our open CDBG-PJ grant allowing the city to capture the remaining $50,000 in grant monies.
Operators’ Licenses: Payton Podevels, 100 East Pine Street, Abbotsford – motion was made by Kaiser, seconded by Hederer to approve. Motion carried with a voice vote.
Committee meetings for September: Colby-Abbotsford Police Commission will meet on September 19, 2011 at the Colby-Abbotsford Police Department at 6:00 P.M. Streets/Equipment Committee will meet on September 12, 2011 at 6:00 P.M. Parks/Rec/Recycling Committee will meet on September 20, 2011 at 7:00 P.M.
Adjourn: Motion was made by Beisner, seconded by Hederer to adjourn at 7:15 P.M. Motion carried with a voice vote.
