April 19, 2011 April Re-Org Minutes

The re-organizational meeting of the Colby Common Council was called to order at 6:00 P.M. by Mayor James Schmidt. On roll call: Lange, Beisner, T Schmidt, Raatz, Schraufnagel, Holtzhausen, Hederer and Kaiser. Also present were Clerk Connie Gurtner, DPW Harland Higley Jr., Bernice Gokey and Brian Reilly from Ehlers and Associates.

Agenda was posted by the clerk. The agenda will stand as the order of the meeting.

Buddy Poppy Proclamation: Bernice Gokey from the VFW Auxiliary presented a proclamation declaring May as Buddy Poppy Month. Motion was made by Hederer, seconded by Holtzhausen to approve the proclamation. Motion carried with a voice vote.

Minutes of the April 5, 2011 council meeting were pre-read and reviewed. The minutes from April should state the minutes were approved as corrected and also on page two the word “plants” needs to read “plans”. Motion was made by T Schmidt, seconded by Schraufnagel to approve the minutes as corrected. Motion carried with a voice vote.

Report from Mayor Schmidt: Mayor Schmidt reviewed the progress in the City of Colby in 2010. Some items completed in 2010 include Spence Street and development of Well #13. Projects discussed for the future include the addition of a new ball field and also the possible construction of more library space.

Adjournment of the Old Council: Motion was made by Hederer, seconded by Beisner to adjourn the old council at 6:09 P.M. Motion carried with a voice vote.

New Council: Meeting was called to order by Mayor Schmidt at 6:10 P.M. On roll call: Lange, Beisner, T Schmidt, Raatz, Schraufnagel, Holtzhausen, Hederer and Kaiser.

Election of Council President: Lange nominated Gayle Beisner for Council President. Raatz nominated Todd Schmidt. Motion was made Hederer, seconded by Lange to close nominations. The vote was tied and we drew a name and Gayle Beisner has been elected as Council President.

Election of Council Vice-President: Lange nominated Todd Schmidt for Vice President. Raatz nominated Mark Kaiser. Motion was made by Hederer, seconded by Lange to close nominations. The vote was tied and we drew a name and Mark Kaiser has been elected as Vice-President.

Designation of Public Depositories: Motion was made by Lange, seconded by Beisner to use the Mid-Wisconsin Bank of Colby, Community Bank of Central Wisconsin and the Wisconsin Local Government Pooled Investment Fund as public depositories - monies to be deposited at the clerk’s discretion. Motion carried with a voice vote.

Official Newspaper: Motion was made by Beisner, seconded by Schraufnagel to approve the Tribune Phonograph as the official newspaper of the city council. Motion carried with a voice vote.

Committee Appointments by the Mayor as follows:

Finance/Budget: Mayor and entire Council
City Planning/Econ Dev/RLF: Schraufnagel - Beisner – Lange – T Schmidt
Parks/Recreation/Recycling: Beisner – Raatz – T Schmidt - Hederer
Personnel/Labor Relations: Lange – Holtzhausen - Schraufnagel
Streets/Equipment/Sidewalks: Hederer – Holtzhausen – Beisner - Kaiser
Water/Sewer: Holtzhausen – Kaiser – T Schmidt - Hederer
Police: Lange - Schraufnagel – Raatz

Motion was made by Schraufnagel, seconded by Hederer to approve the Mayor’s committee appointments. Motion carried with a voice vote.

Legal Counsel: Mayor Schmidt appointed Wolfgram, Gamoke and Hutchinson S.C. as the City Attorney as needed with William Gamoke as the contact attorney at this firm. Motion was made by Raatz, seconded by Schraufnagel to investigate the possibility of submitting request for proposals for a city attorney. Motion carried with a voice vote. T Schmidt voted no.

Board of Review: Mayor Schmidt appoints Diane Feiten and Orville Lieders for a three year term on the Board of Review. Motion was made by Schraufnagel, seconded by Kaiser to approve this appointment. Motion carried with a voice vote.

Clark County Economic Development Representative: Mayor Schmidt appointed himself to serve as the Clark County Economic Development Representative for the City of Colby. Motion was made by Hederer, seconded by Schraufnagel to accept this appointment. Motion carried with a voice vote.

Board of Appeal Member: Mayor Schmidt appointed Doug Newman, Sam Hayes and Darrell Hornick (alternate) for a three year term on the Board of Appeals. Motion was made by Beisner, seconded by Kaiser to approve these appointments. Motion carried with a voice vote.

Zoning Administrator: Mayor Schmidt appointed Harland Higley Jr. to serve as the Zoning Administrator for the City of Colby. Motion was made by Hederer, seconded by Kaiser to approve this appointment. Motion carried with a voice vote.

Fire Commission Members: No appointments are required this year.

Resolution 2-2011 Resolution Authorizing the Issuance and Sale of $1,000,000 General Obligation Refunding Bonds, Series 2011: Motion was made by Hederer, seconded by T Schmidt to approve the resolution as presented. The purpose is the sale of General Obligation Refunding Bonds to achieve debt service cost savings. A copy of the full resolution is available in the clerk’s office for review. Roll Call Vote: Ayes – Hederer, Kaiser, Lange, Beisner, Schmidt, Raatz, Schraufnagel, Holtzhausen. Noes – none. Motion carried.

Clark County Economic Development Annual Meeting: The annual meeting for the Clark County Economic Development Corporation is Monday, April 25, 201.

Committee Meetings: City Planning Committee is meeting on April 26, 2011 at 6:30 P.M.

Adjourn: Motion was made by Holtzhausen, seconded by Lange to adjourn at 6:41 P.M. Motion carried with a voice vote.
