June 5, 2012 June Council Minutes

The regular meeting of the Colby Common Council was called to order at 6:30 P.M. by Mayor James Schmidt. On roll call: Thieme, Schraufnagel, Holtzhausen, Hederer and Kaiser. T Schmidt and Henaman were absent. Also present were Mayor James Schmidt, Clerk Connie Gurtner, DPW Harland Higley Jr., Chief Ron Gosse, Officer Rennie, Engineer Mike Voss and citizens.

Agenda was posted by the clerk. The agenda will stand as the order of the meeting.

Minutes of the May 1st and May 30th meetings were pre-read and reviewed. Motion was made by Holtzhausen, seconded by Schraufnagel to approve the minutes as presented. Motion carried with a voice vote.

Financial Statement and Bills were discussed. Motion was made by Schraufnagel, seconded by Holtzhausen to approve the bills. The amounts approved are as follows: General Fund $104,452.14; Water Department $25,820.79; Sewer Department $40,071.39; TIF Fund $12,412.47; Revolving Loan Fund $12,204.00; Net payroll $17,901.83. Motion carried with a voice vote.

Public Comment: Mike Kreciak thanked the council for taking care of the nuisance with parking on streets. Lin Mueller had asked the council to consider looking at our city ordinance to allow for residence to take their yard waste to the dump or be allowed to drive the lawn mower from one location to another.

Colby-Abbotsford Police Commission met on May 14th.

The commission approved the minutes and expenditures.

Under election of new officers:
• Voss was elected Secretary
• Schraufnagel was elected Chairman
• Schmidt was elected Second Chair

Under direct payment for department payroll, Officer Schmidt asked for direct deposit; however, he was not present. Colby City Clerk Gurtner noted that it’s easier to do all or nothing. The extra fee is $30 per month. The committee tabled this item for further information.

Under canine funding, residents have been showing an interest in donating to the canine fund. It was discussed that since the funding for the new canine is already in the budget, if the department could take donations for the next dog. Chief Gosse would like to stick with the original plan of using the budgeted amount. Schmidt thought it was a good idea to collect and save for the next dog. Schraufnagel thought the department should write letters to residents and have donations for the next dog, try to start collecting early.

Motion was made by Schraufnagel, seconded by Holtzhausen to purchase a K-9 dog not exceed $9,050. The cost would include 2 weeks training at the Little Rock K-9 Academy, 2 hotel nights and meals. Roll Call Vote: Ayes – Thieme, Schraufnagel, Holtzhausen, Hederer, Kaiser. Noes – none. Henaman and Schmidt were absent. Motion carried.

Under ownership of drug dog after retirement: The committee voted to release ownership of Jango to Officer Rennie after his retirement. Motion was made by Holtzhausen, seconded by Kaiser to allow for the release of ownership of Jango to Officer Rennie after his retirement. Motion carried with a voice vote.

Under Chief’s report and vehicle maintenance report: The 2008 Chevy Impala has 95,000 miles on it and will need to be replaced. The vehicle has been budgeted with the help of the sale from the last two vehicles ($7,550) plus the budgeted amount of $22,895.92. This would give $30,445.92 to purchase a new one. It was agreed to keep the Clerks doing auditing for 2011 to keep current with the 3 year audit rotation.

Motion was made by Schraufnagel, seconded by Kaiser to approve the actions and expenditures of the Police Commission for May. Motion carried with a voice vote.

Board of Review met on May 17th.

The Board of Review Committee met and reviewed the Clark and Marathon County rolls. No corrections were made. There were no objections heard by the Board of Review this year.

Mayor Schmidt: Mayor Schmidt has reported from the United Communities of Clark County meeting. He also reported on last month’s McDevco meeting. Mayor Schmidt would like to appoint Theresa Goodwin and Mary Dorn as Trustees for a three year term to the Library Board. Motion was made by Hederer, seconded by Kaiser to approve these appointments. Motion carried with a voice vote.

DPW Harland Higley: The following building permits were issued: Kevin Wiese, 408 N 7th Street, re-shingle roof; DuWayne Sheets, 106 N 3rd Street, re-roof house & garage; Donald Drinka, 206 Green Acres Street, replace shingle on mobile home; James Henaman Jr, 603 N 4th Street, basement re-model; Alberts Building & Land Co LLC, 704 Industrial Drive, 40’ x 42’ unheated storage building.

DPW Higley reported on the precipitation and flows for May 2012 at the STP. He also reported on the pumpage of water for May 2012.

Engineer Mike Voss: Engineer Mike Voss present the council with a project update sheet. Minor repairs and the final layer of asphalt have been completed on North 1st Street. The final pay request for the project will be submitted when Steen completes his restoration work. There was a pre-construction meeting for the Adams Street Project today. This project is scheduled to begin on Monday, June 18th. The STH 13 utility project is proceeding on schedule. Hederer thanked MSA for the help at the ball field construction.

Picnic License: The city received two applications for picnic licenses. Motion was made by Hederer, seconded by Kaiser to approve the picnic licenses for Colby Cheese Days for a term of July 12, 2012 to July 16, 2012. Motion carried with a voice vote.

Resolution 7-2012 CMAR: Motion was made by Holtzhausen, seconded by Schraufnagel to approve Resolution 7-2012 CMAR as follows. Motion carried with a voice vote.
COMPLIANCE MAINTENANCE RESOLUTION 7-2012
RESOLVED that the City of Colby informs the Wisconsin Department of Natural Resources that the following actions were taken by the Colby Common Council.
Reviewed the Compliance Maintenance Annual Report which is attached to this resolution.
Set forth the following actions necessary to maintain effluent requirements contained in the WPDES Permit:
(a) NO ACTION NECESSARY

2012-13 Service Contract with Intellsys for WWTP: The cost for IntelliSys Inc to provide annual software upgrades at a cost of $1,800. Motion was made by Schraufnagel, seconded by Kaiser to approve the contract proposal. Motion carried with a voice vote.

New Street Light at Intersection of S 4th Street & W Washington: DPW Higley received an estimate from Xcel Energy to install a street light at the Intersection of S 4th Street & W Washington for a cost of $2,436.96. Motion was made by Hederer, seconded by Schraufnagel to approve the installation at a cost of $2,436.96. Motion carried with a voice vote.

Committee meetings for June: Colby-Abbotsford Police Commission will meet on June 11, 2012 at 6:00 P.M. at the Police Department. Parks/Rec/Recyling will meeting on June 19th at 7:15 PM. City Planning Committee has a tentative meeting scheduled for June 18th at 6:30 PM. The July council meeting will be on Monday, July 2, 2012.
