The regular meeting of the Colby Common Council was called to order at 6:30 P.M. by Mayor James Schmidt. On roll call: Lange, Beisner, T Schmidt, Raatz, Schraufnagel, Holtzhausen, Hederer and Kaiser. Also present were Mayor James Schmidt, Clerk Connie Gurtner and DPW Harland Higley Jr.
Agenda was posted by the clerk. The agenda will stand as the order of the meeting.
Minutes of the July 5, 2011 meeting were pre-read and reviewed. Motion was made by Hederer, seconded by Schmidt to approve the minutes as presented. Motion carried with a voice vote. Holtzhausen abstained from voting.
Financial Statement and Bills were discussed. The amounts approved are as follows: General Fund $93,919.43; Water Department $130,864.70; Sewer Department $42,091.20; TIF Fund $4941.50; Net payroll $19,515.83. Motion was made by Hederer, seconded by Beisner to approve the bills as presented. Motion carried with a voice vote.
Public Comment: none
Colby-Abbotsford Police Commission met on July 11th.
The commission approved expenditures and minutes.
Under snow removal bill from the City of Abbotsford, in the May 29, 2008 minutes under the discussion of snow and ice removal, it was crossed out by the City of Colby and the agreement was signed by both Cities. Chairman Lange felt that it doesn’t need to be paid by the Colby because it clearly states so in the agreement that the City of Abbotsford will be responsible for the removal of ice and snow and it was signed. It was agreed to send back to both councils for review. The council discussed and determined that this is not an issue for Colby since it is very clear that the City of Abbotsford is responsible for snow removal.
Under Chief’s report, Officer Rennie commented that one squad may need some muffler work, but it is on the squad that is the next to be replaced.
Motion was made by Beisner, seconded by Schraufnagel to approve the actions and expenditures for July. Motion carried with a voice vote.
Water/Sewer/Streets Committee met on July 12th.
New Gate on Oxidation Ditch at STP: The gates at the end of the oxidation ditches at the Sewer treatment plant are rotting away and need to be replaced. The price for the gate alone is $5,000. DPW Higley will get more pricing on this and bring it back to committee. DPW Higley has a quote from Crane Engineering to replace these gates at a cost of $14,969.00 which requires the help of the city crew. There is a second option at a cost of $18,975.00 with the help of only one city crew member. Motion was made by Schmidt, seconded by Raatz to approve the purchase of two new gates at the oxidation ditch option that requires assistance of the city crew staff. The cost is $14,969.00. Motion carried with a voice vote.
Cross Connection Inspections/Ordinance: DPW Higley checked with a local plumber for doing these cross connection inspections. Hydro Designs cost would be $122.52 per site for the inspection; if they need to do a follow up inspection it will be $65 per site. Total cost would be $6,984. A local plumber, Jakel Plumbing’s cost would be $120.00 per site and this includes a follow up inspection. Total cost would be $6,840.
Motion was made by Hederer, seconded by Kaiser to hire Hydro Designs for cross connection inspections for the price of $6,984.00. Motion carried with a voice vote.
Painting of the Industrial Park Water Tower: There were 3 bids received for the painting of the water tower. The first bid was from Lane Tank in the amount of $35,950.00; second bid was from Classic Protective Coatings in the amount of $55,800.00; third bid was from TMI Coatings in the amount of $41,500.
Motion was made by Schmidt, seconded by Beisner to approve the bid presented by Lane tank for the painting of the water tower in the amount of $35,950. Motion carried with a voice vote.
Repairs to North 3rd St: The committee discussed either putting a patch on North 3rd Street for $18,030, or if we should move up the project on our 5 year plan and redo the street from Spence Street to North Street in 2013. No action was taken on this issue.
Mayor Schmidt: Mayor Schmidt reported on the United Communities of Clark County meeting. He also reported on the McDevco Meeting.
DPW Harland Higley: Building permits issued were: Mid-Wisconsin Bank, 101 S 1st Street, construct wall in conference room; Harmony Country Coop, Spence Street, replace scale; Travis and Nicole Boyer, 406 S 4th Street, new house; Lonnie Armbrust, 407 W Wausau Street, storage shed; Michael Kaiser, 108 S 6th Street, storage shed; Todd Blume, 602 N 4th Street, attached garage.
DPW Higley reported on the monthly flows at the sewer plant and the well pumping levels.
We had to replace the pump on Well #9. We have also had some problems with the chlorine levels at this well.
Operators’ Licenses: Duane Webb, 515 N 3rd Street, Colby – motion was made by Kaiser, seconded by Hederer to approve; Nichole Beyer, W8131 CTH O, Medford, WI – motion was made by Hederer, seconded by Holtzhausen to approve. Motion carried with a voice vote.
Picnic License – St Mary’s Picnic: St Mary’s Knights of Columbus, 205 S 2nd Street, Colby, September 11, 2011 – motion was made by Holtzhausen, seconded by Schraufnagel to approve. Motion carried with a voice vote.
Committee meetings for August: Colby-Abbotsford Police Commission met tonight at the Colby City Hall they will also meeting on August 15, 2011 at 5:30 P.M. The September commission meeting will be on September 15, 2011.
Closed Session Per State Stats 19.85(1)(e) Deliberating or negotiating the purchasing of public property, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Purpose: TIF Incentive for Colby Chrysler addition and TIF Incentive for potential storage facility in the Industrial Park.
Motion was made by Holtzhausen, seconded by Hederer to go into closed session. Roll Call Vote: Ayes – Kaiser, Lange, Beisner, Schmidt, Raatz, Schraufnagel, Holtzhausen, Hederer. Noes – none. Motion carried.
Adjourn in Closed Session: Motion was made by Beisner, seconded by Lange to adjourn at 7:55 P.M. Motion carried with a voice vote.
